The Allied Debt.
London, February Gratification is expressed in official quarters in London at the American Senate's action with regard to Allied debts, but it is pointed out that this does not mean that the fanding scheme is yet} through, as the House of Representatives favours five per cent interest. The next step will be a conference of both Houses. It is expected that this will result in an agreed measure, which the President will sign in the spring. British payment of the accrued interest is fixed to begin on April 1st, when £25.000,000 will be handed over on a five per cent, basis, but this date may be postponed in view of the Sonste's suggestion of a half per cent. reduction

Washington, February 1. A discussion of the Naval Treaty by the Armaments Committee was marked by a sharp Anglo-French exchange on the submarine issue.

M. Jusserand welcomed Lord Lee's last words, but refuted the charge that France was imposing the bardan of submarines on the world. He declared that all nations except Britain wanted to maintain submarines.
