Excellent congregations were: present at the morning and even- ing services on Sunday when the Chaplain referred to the losses sustained by the Church owing to the changes in the Fleet and Gar gison and gave a hearty welcome to the newcomers in which he in- cluded visitors, among whom were the Rev. J. Worley, D.D., and Dr. Daniels, of the United States: -

THE OPEN DOOR IN CHINA.

Washington, Jan. 13. The Far Eastern Committee adopted the major portion of the proposal of Mr. Hughes for the establishment of an International Board to examine existing and future concessions in China. Action will, however, be deferred regarding the fourth clause under which the Powers would submit to the Board concessions appearing in-. consistent with other concessions and the principle of the Open Door.

It is understood that the Japanese and French delegates ob- jected to the clause and desired further discussion, the French suggesting an amendment to prevent interference with existing con- cessions. Mr. Shidebara declared that Mr. Hughes' definition of the Open Door was wider than that of John Hay in 1899. Concessions obtained in China since 1899 should therefore not be subject to new definition.
