I submit for your decision the question whether Mr. Price, the Engineer employed at Sierra Leone, should, or should not, be appointed Surveyor General of Hongkong. I annex a private letter from Sir A. Kennerly, strongly recommending Mr Price, and saying that he would be in the right place at Hongkong. Mr. Julyan also believes Mr. Price to be a good Engineer; Price states that as the scientific portion of his Harbour Works at Sierra Leone is completed, he might be moved to another Colony without detriment to the works.
Mr. Julgan is, however, adverse to the idea of moving Mr. Price just now, for though he believes Mr. Price's work to be well done, he would rather that it should be finished by Mr Price himself, and that the value of the work should be tested by experience, before Mr. Price is promoted. Mr Price has, moreover, the advantage of standing the climate of Sierra Leone better than most newcomers.
Upon the whole, I am of opinion that if Mr Price's Sierra Leone work should turn out well, his good service on the Surveying duty should warrant promotion at an opportune time, but that for the present he should remain at Sierra Leone, notwithstanding his natural wish to get away from the place.
