CHINA'S WEEK AT WASHINGTON.
London, Jan. 16. China is likely to be the centre of interest at Washington this week. It is mainly Chinese questions which is preventing the speady ownclusion of the Conference, so much desired by American and British delegates. Distinct progress has been made in the · Shantung discussions, but the vexed question of railway control. still awaits settlement. While the Chinese are now credited with the Twenty One the intention of pressing for consideration of Demands Treaty. Mr. Wang in a statement, terming the concessions ex- torted from China to be embodied in the Treaty as an absolute denial of the open door policy, said that the demands or rights granted to Japan would, if allowed to stand, create for the Japanese a status totally inconsistent with the terms of existing treaties between China and foreign Rowers and those subsisting between foreign Powers themselves. He added that they gave the Japanese such privileged position indeed that no equal opportunity would be possible.
It is stated from Washington that other Powers represented, excepting Japan, would also favour substantial modification of the Treaty, but could not see their way to calling in question the sanctity of engagements entered into by two sovereign Powers. It is expected that the question will be debated at the next meeting of the Far Eastern Committee, Meanwhile, the report of the British delegation. which ucofficially opined that the twenty-one demands did not concern the present Conference, evoked a veiled threat in the shape of a letter to Mr. Balfour and Lord Lee from the Chinese educa- tional and commercial organisations, saying they would feel ex- tremely sorry, if anything should happen that might be interpreted as British support of Japanese aggression in China. The Chinese are also insisting on Japan's retirement froz Manchuria. The Chinese appear to enjoy strong support throughout the United States.
