The Japanese further adhered to the proposal that a Japanese traffic manager and chief accountant should be engaged in the service of the Shantung Railway and proposed that the details, of the financial agreeinent be worked out at Peking between representa- tives of the parties.

A fresh question just raised is the Franco-Japanese Treaty of 1907 under which the parties engaged to give mutual support with a view, to maintaining their territorial rights in Asia seeing that it does not lapse like the Anglo-Japanese Alliance with the siguing of the Four Power Treaty. There are indications that the matter is receiving attention in connection with the drafting of the Nine Power Treaty relating to Chira..
Meanwhile, it is earnestly hoped that an agreement may yet be reached on the thorny Shantung question. The Chinese dele- gates on Saturday were closeted for forty minutes with Secretary Hughes and for a longer period with Mr. Balfour. They declared that the results of these conversations were satisfactory and re- assuring. They appear to attach the greatest importance to the zood cffices of these statesmen. It is reported that Mr. Hughes insisted that the exercise of such offices must be strictly informal- Slight as the Sino-Japanese differences-are-there is no indication that either side is yet willing to make the least concession.

Rangoon, Jan. 7.,'. On Saturday HR.H. the Prince of Wales returned to Rangoon after a two'days' visit to Mandalay. The outstanding feature of the round of entertainments were displays by 600 Shan tribesmen in the soft light of thousands of paper lanterns. A mimic pageant of wild mythical animals was extraordinarily clever and fantastic. The Prince was much amused by the cart races, in which two frenzied drivers belabour bucking büllocks into remarkable activity, whilst the frantie crowd tries abruptly to stop the victor on the winning line at imminent risk of life. Boat racing by Inthas paddling with their feet also much entertained the Prince. His reception every where in Barma has been intensely enthusiastic.
