COMMERCIAL NEWS.

LORD CHANGITİLÖR ON WORLD:

~TRADE.

Lord Birkenhead, fu a redunt speech, said: "We must ido: everything to promate the re- storation of our world-wide trade. Animosities and prejudices of the past must be put aside and we must address ourselves to the re- storation of the markets of the world without inquiring whether they Are anemy or friendly markets so long as thay, will co- operate with us in re-creating the prosperity of the world."

THE PERSIAN. OILFIELDS.

Another oil war is in the making, says the Daily Chronicle, Cables received in London report that the Standard, Oil Company have secured a 50 year conces- sion from Pernis to exploit cil- fields in the North. The Daily Chronicle is informed on the highest authority that the posi tion is this: "Whilst the Perigian a Government have approved the offer of

concession to the

Standard Oil Company, the American interests have intimat- ed that the offer has not yet been accepted, and reference will be made to Great Britain before any completion of the concession. According to the information received in this country, the Northern services involved in the concession, are those of Azerbai jin Chilan, Astrabad. Maz- anderen, and Khoressan.”". It is evident that matters are reaching a climax in the great struggle for the oilfields of the world. One of the greatest of these is Persis, and British interests have been one of the first to recognise that oil is largely the power of the fature. In 1909 the British in- terests obtained concessions for a period of 60 years, dating from 1901, for the exclusive right to search for and deal in petro leum, asphalt and ozokerite, etc. throughout the Persian Empire with the exception of 'five pro- rinces bordering on the Caspian Ses. These are the provinces above mentioned. Behind the scenes there has, been a good deal of diplomatic negotiation, and points have been raised by the British as well as the Russian Govern.

ments. The latter, in fact, have protested that the attitode adopted by the Persian Gor- erament in the north is not in harmony with the Treaty made between Russian and Persian authorities. British Government interests in the Anglo-Persian Company-are consideráble, sod--- for some years American oil in- terests have been endeavouring to obtain the remaining Persian concession in the north. If the Americans succeed in capturing the Caspian Sex oil resources without consideration to other interests. this would be some- thing in the nature of a blow to British interest: but whatever happens before the completion of the negotiations the

*Doily Chronicle is informed that "in one way or another we shall maintain our position" in respect to the oil-fields in Persia.
