With reference to an application for permission to erect alxty-four water closets at 16 houses on Inland Lot No. 906, Belcher Street the Chairman said he opposed the application because it went a long- |way beyond the principle that the Board adopted in 1915 of grant- ing these application only in the case of premises whose occupants could be relied upon nat to abuse. the privilege. Naturally, that
practically limited the Board to granting applications only to [permanent residents. He thought

Dr. Ozorio said he was in favour of the application being granted in view of the fact that the Board; intended to 'introduce the water- carriage system in the Colony. The Chairman, in a recent -dis- cussion of the matter, spoke of training Chinese in the use of water closets. Why not make a beginning with training. by
