The proposal whereby submarines will be wholly prohibited from attacking merchantmen, which was discussed in the Savaį. Committee, has the fullest support of the British delegation, while it is understood that both Mr. Hughes and Mr. Root have per

It seems very probable that the suggestion, which will` largely remove the greatest evil of the submarine, will receive general sympathetic support. Its adoption is calculated to regain mach ground lost over the submarine tonnage, decision. The full Naval Committee has adopted in principle Senator Root's first resolution providing for the observance of the well- recognised principles of international law by submarines. The British delegates, discussing Senator Root's second resolution recognising the practical impossibility of using submarines as commerce destroyers, declared they would accept only on the upen understanding that, the resolution would become effective its adoption by the dve Great Powers, without waiting for the others to assent.
