The proposal whereby submarines will be wholly prohibited from attacking merchantmen, which was discussed in the Savaį. Committee, has the fullest support of the British delegation, while it is understood that both Mr. Hughes and Mr. Root have per

It seems very probable that the suggestion, which will` largely remove the greatest evil of the submarine, will receive general sympathetic support. Its adoption is calculated to regain mach ground lost over the submarine tonnage, decision.
