That whenever there shall be two or more adverse claimants to a Cargo laden on board any ship and the Ship shall be attached in an action against an absent Shipowner for the non-delivery of such Cargo, the Court may on the application of the master or agent of the Shipowner stay proceedings in the Action and order the Cargo to be landed and warehoused in custodia legis, and may dissolve the Attachment against the Ship and may make such order as may be necessary for the determination of the rights of such adverse claimants upon such terms as to costs as may seem just.
