be any practical objection to its introduction in the Code of Procedure. It appears in my Abstract in the Category of Special Suits (Chapter XII).

The present Law of Foreign Attachment, was introduced by Ordinance No. 2 of 1855 and is constantly put in force in Hong Kong. It appears to me to open a door to abuses and to act oppressively in certain respects. An attempt has been made by some of the Sections now under consideration to remedy its defects.

For instance it has happened not infrequently that a debtor who is perfectly solvent but who has absented himself from the Colony for a short time, has found upon his return that a Writ of Foreign Attachment had been taken out against him by a Creditor who otherwise would have been compelled
