Mr. Lasker, chairman of the Shipping Board, announced that the next step in the building up of the machinery for regulating (the work at the Board would be the creation of an organisation on the lines of those of the British Board of Trade. The Belgian Gorerament have promulgated a decree, which is already in force, increasing the Belgian Customs duties on a large number of goods, when such goods are of German origin, or are imported into Belgiam from Germany. Goods of the kind *pecified in this decree, when im- ported into Belgium from Ear--> opean countries other than Ger- many, must be accompanied by a certificate of origio, in order to be admitted at the ordinary tariff. rates. The certificate consists of the goods; must be drawn up in a declaration by the exporter of conformity with the model so- nexed to the decree, and most be written, printed, or stamped on the invoice relating to the goods. The certificats must bear the "visa" of a Belgian Consular afficer in the exporting country
