SHIPPING BOARD AND PANAMA

RAILBOLD.

There is a bill before Congress which proposes t remove the Panama Railroad from commer- cial steamship operation, and tara the transport work of the Army and Navy over to the Shipping Board and private shipping lines. Mr. T. H. Rossbottom, general manager of the Panama Railroad 5.S. Line, and now acting in a like, capacity for the United States Lines, which took over the U.S. Mall Line ships, told the Con- gressional Committee which bas been giving a public hearing on

the matter, that this railroad has saved U. S. commerce in the Caribbean Sea General Downey, chief of the Army Transport Service, took an opposing stand, and produced statistics to show that while transport service on the Pacific for six months of 1921 had cost $1,789,528, by pri- vate lines the expense would have | been $2,364,912. It is doubtful if

the bill will pass.
