Again it is the falutary Practice of the Court not to grant Injunctions or writs of Ca-ad-re (unless in very urgent and exceptional cases) until after the Suit has been actually instituted, and if the Petition has to be prepared and filed before such application can be made the chances are that in many cases the Defendant will escape or the mischief apprehended will be done before the relief can be obtained for such Proceedings cannot be taken in Hongkong with such rapidity as in England. I would suggest that the Division of the Ordinance which deals with the Institution of Formal Suits should commence with a Section prescribing the Establishment of a "Register of Civil Suits".
