JAPAN'S TROOPS IN CHINA.
Washington," Dec. 1.
Mr. Hanihara has made a statement to the Far Eastern Con- mittee disclaiming emphatically that Japan ever entertained aggres- alve purposes or a desire to encroach legitimately on China's overeignty in maintaining garrisons in China. He declared Japan's readiness to withdraw her railway guards in Shantung when Chinzat Police were substituted; but the maintenance of troops on the South Mansouris railway stood on a different footing. He declared there was an absolute necessity, for them under existing conditions, for withdrawal would undoubtedly leave the districts at the mercy of bandits. It was therefore impossible for Japan to forgo her daty of maintaining guards in Manenoria, where their presence was re cognised by treaty.
Mr. Alfred Sze stated he would reserve the right to answer in detail the Japanese statements after having an opportunity of studying them. The Committee proceeded to discuss wireless stations in China and decided to refer the question to the Drafting sub-Committee,

Baron Kato has personally communicated to Mr. Hughes and Mr. Balfour Japan's proposal of a T0 capital ship ratio, as necessary to her security. It is stated that the proposal has the support of the Japanese Cabinet and Diplomatic Council.
One of the American delegates expresses the opinion that the situation is delicate, but not without hope that the Japanese will ultimately accept the original plan which the United States and Britain still consider fair to ait Powers. Forthcoming Launching.
An interesting event next week. will be the launching from the Kowloon Docks of the second of the four tankers that have been placed on order by the Anglo-| Saxon Petroleum Company with the Hongkongand Whampao Dock Company. The new vessel will bear the name of Petricola which is the scientific name given to ja certain type of sea shell. A Paladins, sister ship of the another tanker recently launched from the same yard, the Petricola has the following dimensions.
Length overall: 427 feet.
Breadth extreme: 53 feet 5 inches.
Depth moulded: 31 feet. Load draft: 24 feat 0 in. Deadweight carrying capacity: 8,400 tons.
