Secondly to confer upon the Supreme Court a Summary Jurisdiction, up to a limited amount, both at Common Law and in Equity:

Thirdly, to abolish the present Court of Summary Jurisdiction and to nominate one Judge in the Supreme Court with Power to appoint a Second if any increase in the Business of the Court hereafter should render it expedient.

I will in the first place state in what manner these important and most beneficial changes should, in my opinion, be carried out, and then proceed to offer some remarks and Suggestions on the Details of the Draft Ordinance as they now stand.
