The Ordinance may at first sight bear the appearance of over legislation, but the peculiar conditions of life in Hongkong render it necessary to work in conjunction with Police authorities.
Special and Summary Jurisdiction in the Community. Hongkong is the only place where Chinese dwelling houses are in close proximity to European residences; at the Treaty Ports the natives live in Walled Cities and in the Concession areas, while in Singapore and elsewhere the Chinese quarter of the town is kept entirely separate from the European quarter.
Powers especially in matters affecting the health, repose, and safety of the Europeans would have conduced to the health and comfort of the European Residents.
