THE CONFERENCE.

Washington, Nov. 22,

Mr. Hughes agreed that the world needed the will to peace and there could be no will to peace until the institutions of liberty and jastica were secure. No word ever spoken on behalf of France had fallen on deaf ears in the United States. The heart of America was thrilled by her valour and sacrifice; and the memory of her stand far liberty was imperishable,

M. "Marchienne declared that Belgium proposed to restrict her armaments to a level consistent with the requirements of national security. She was now able to accede to further reductions.

M. Briand, in the course of his speech, dwelt on the disturbed state of Russia and questioned: What would Germany do in order to restore equilibrium and exploit Russia? He declared that while she did not fear sea menace France was faced with a land danger he alone compelling France to maintain adequate forces, which hoped the Conference would not grudge.

Powers Attitude To China.

The text of the resolution adopted by the Far Eastern Com- mittee is as follows: It is the firm intention of the Powers attend- ing the Conference, firstly, to respect the savereignty, inde pendence, territorial and administrative integrity of China; second- Is, to provide the fullest unembarrassed opportunity for China to develop and maintain an effective stable government; thirdly, to use their infuence for the purpose of effectually establishing and maintaining the principle of equal opportunity for the commerce and industry of all nations throughout Chinese territory; fourthly, to refrain from taking advantage of the present conditions in order to seek special rights and privileges abridging the rights of sub- jects of friendly States; also to refrain from countenancing any action inimical to the security of such States."

Intentions Clearly Formulated.

mean.

The Committee's resolution is regarded as a substantial advance in the work of the Conference, inasmuch as it clearly formulates the intentions of the Great Powers towards China. Hitherto the delegates have talked of the "Open Door" and "Chinese integrity" without specifying very clearly what they

Diplomatists point out that the previous declarations never included administra- tive integrity in the general question of Chinese sovereignty. The resolution was passed after discussion lasting

hours. two

The Chinese delegates left the Conference more hopeful of fruittal results. The Powers share many divergencies of opinion, which will probably be evidenced in pending debates on other Chinese ques- tions; but it is believed that as they are agreed on the general for- mulative of principles they will agree เว compromise

the differences.
