Washington, Nov. 19. An authoritative Chinese statement says that China opposes renewal of the Anglo-Japantar Alliance and desires nullideation of the Lansing-lahii agreement.

-Aa-suthoritative statement on Britain's naval views discloses that aircraft are not regarded as having displaced capital ships, în warfare. It is submitted that aircraft bombardment of cities might be justified because of the pressure exerted by such attacks on enemy governments. By contrast with submarines, which are described as "an instrument of assassination." aircraft are incapable of exerting similar influence. The statement denied the report that Britain has ever formally proposed one ship annually. This would amount to repudiation of Mr. Hughes' boliday plan. In connection with the Anglo-Japanese Treaty, Britain is quite prepared to con sider the conclusion of a tripartite agreement or revision of the present understanding in a form entirely unobjectionable to the United States. It is recognised that the Senate is not likely to approve the former,

Pacific Problems.

London, Nov. 19.

A scheme has been outlined which a Washington telegram says the Chinese will advance for a permanent concert of Pacinc Powers.

The main features will be regar periodic sittings; secondly, the convening of a special session in any member's demand; thirdly, a permanent secretariat; fourthly, provision for the institution of a commission of enquiry on any dispute.

The correspondent says the necessity for such a scheme is due to recognition of the fact that the Conference cannot settle Pacific problems permanently.

Labour's Manifesto.

London, Nov. 19.

On the occasion of the Washington Conference the National Joint Council of Labour issued a manifesto on Anglo-American relations in the shape of a declaration of a policy of fraternity to American Labour. The manifesto declares there can be no solid Anglo-American friendship and co-operation till the Irish question is settled. It demands an extension of the American disarmament proposals to all forms of armament. It says that under no alliance could Labour contemplate being dragged into war with America: therefore the Anglo-Japanese Alliance should not be renewed. It opines that until the peace treaties are revised and an association of anations formed, there can be no firm foundation for international peace and disarmament. The manifesto concludes that if Anglo- American Labour could co-operate in furthering their common views on foreign policy it would be the greatest step towards permanent would peace,

Following a telegram from Mr. Gompers urging the Labour Conference to discuss the unemployment situation, the Conference passed a resolution in favour of the convocation of an intern8- tional conference to examine and discuss remedies for world-wide unemployment. The Conference adopted a report by the Committee of Selection concerning reform of the constitution of the governing body of the International Labour Office. Out of twelve govern. ments represented thereon, four will henceforth be from overseas countries. One in each of the employers' and workers' groups will also be an стеглед member. Tokyo, November 4-More publicity in International daal- ings, so that the people of the world may know what their governments are doing in regard to the issues of the day, was manifestly the desire of the Press Congress of the World, recent- ly ended at Honolulu. Permanent peace for the countries of the world, the delegates said, appear- ed to be the greatest desire of the 150 delegates, representing 18 countries.

The attitude taken, by all the" newspaper men was that much could be done by the publications of the world for a lasting peace, provided these publications were taken into the secrets of international dealings more and allowed to give greater publicity to the problems facing all countries from day to day, This trend culminat- ed on the closing day of {the conference with the... opan- (imons adoption of a resolution that the American Government. give all possible publicity to the Washington Conference as its work progresses. This resolution was cabled to Washington by the Press Congress.
