THE AOLEN PROPOSAL. The proposal made by Sir F. A | Aglen, Inspector General

Chinese Maritime Customs, is not very popular among the Japanese, says the Tokyo Nichi Nichi, Sir Francis Aglen's draft for the financial reform of China called for an increase of the Customs duties; but did not refer to the abrogation of the likia duty. The Nicki Nichi thinks that the wisdom in the suggestion as one of the means of improving Chinese finance is not to bre denied, but it is nevertheless ob- [jectionable. The paper points out that such a course if adopted |will prove the thin edge of the

wedge for the foreign control of Chinese finance, and also that the proposal is a transgression of the authority with which the Inspector-General is invested. The Kokuerin, harping on the same note in bandling this ques- tian, lays special stress on the fact that the de furio consequence of the proposed policy will amount to supporting the Peking Government against the South in disregard of the common prin- cipla, binding the Powers, of non. interference in Chinese political affairs.

The improve- meat in Hemp noted in our last circular was not of long duration: prices locally have again com menced to sag away owing to news of the quieter market in the U.S., and our market closas dull with bayers evincing but little interest. There has been a good enquiry for Muscovado Sugar during the past few days, particularly for those parcels con- taining a good proportion of lower grades, and some fairly large transactions, have taken place. Market closes firm an account of available stocks being how reduced to a very Barrow com- pass, in view of which, dealers are still firmer in their ideas.— The Copra market has ruled firm throughout the fortnight. Due to the scarcity of free parcels arrive ing to market, some mills were caught short and obliged to pas bigh prices. A considerable quantity of copra changed bands at P9.50 for "Corriente.” 'The The market closes with a decided- ly weaker tone and prices bare 'declined, both in Manila and Cebu. The Coal market con- [tinues steady. Latest advices from Japan indicate a likelihood of higher prices there due to limited output of the mines and the approach of the winter sessOD.— The Rice market has ruled quist during the past fortnight and prices have declined slightly. At fthe clase, due to lack of demand, there are sellers but no buyers at the following prices, which are consequently nominal-Prices for Floor remain unchanged but advices received from U. S. indicate that the market is strong and that bigher prices may soon be

expected. Arrivals have recently been very large and stocks are ample for requirements.
