Land that I venture to submit to Your Lordships Consideration whether it would not be desirable to empower the Governor of the Colony, by local Ordinance, upon the request of Foreign Ministers or Diplomatic Agents in China and Japan to issue a Warrant for the safe Custody of such Criminals as may arrive in Hongkong, for a limited Period pending arrangements for their transmission to Europe and upon such Conditions as may be deemed reasonable.
The kind attention which Your Lordship gave to my previous communication on subjects connected with the Colony of Hong Kong, encourages me to bring under your notice only two remaining questions of any importance in connection with legal matters, which appear to me to deserve Your Lordships' early Consideration.
