undesirables who prowl about the Ports of
China and Japan and connive with
the natives to commit
serious
Piracies
and
other crimes.
Hongkong is unfortunately situated in this respect through unavoidably,
owing
to its geographical position. Thus the Supreme Court of China and
Japan
Ord. 5.7.79
is empowered to send offenders for Imprisonment to Hong Kong, so that at the expiration of their term of Punishment they are
turned out into the Streets
in a destitute
condition.

That court is also empowered
Ord. 1865.1.1071
to deport British Subjects
to Hong Kong
unless
the Governor of the Colony deport them to England, (which he is authorized
to do) they must be set at large. Again the Government of the Philippines who are likewise empowered to deport their Criminals find it convenient to send them to Hongkong
and
simply to land them
there.

desirable
to check

much as possible
