THE WASHINGTON CONFERENCE.

Londen, Nov. 11.

Baron Kato said Japan was deeply appreciative of the American plan and could not remain unmoved by the high aims actuating the project. It would be universally admitted that a nation must be provided with such armaments as were essential to her security. This requirament must be fully weighed in the examination of the plan. With this view certain modifications would be proposed. Japan's existing plan would conclusively show she never contemplat- ed preparation for offensive war. The greatest interest-centred upon Baron Kato's speech. Although the Japanese delegation had express- ed informally general approval of the proposals, it was believed that the Japanese were uneasy over their far reaching nature and the relief was correspondingly great as Baron Kato in dignified tones announced Japan's wholehearted adherence.

Washington, Nov. 16.

Mr. Hughes wound up the debate, thanking representatives of the Powers for their cordial speeches and declaring that the time had arrived to proceed with the consideration of the details of the whole question which could now be studied with the assurance that the out- come of the Conference would be an appropriate agreement ending offensive naval warfare. Late in the afternoon the delegates of five of the leading Powers went into committee in order to disenss Mr.

Poincare said that telegrams from China emphasised the diff- calties caused by the failure of the bank together with the moral and material prejudice France suffered. M.
