That Ulster never will consent to any settlement of the Irish question which will leave it subservient to South Ireland is the stand taken by the Ulster cabinet, headed by Sir James Craig. Ulster will recognize no master save the British parliament. Their attitude, if uncompromising, is likely to wreck the present negotiations for Irish peace.
For the first time in the memory of United States naval men, a single American battleship was awarded the navy's three highest honours, when Admiral E. W. Eberta, commander of the Pacific Fleet, presented the battle afficiency pennant for 1921 to the New Mexico, the fleet's fisgahip.
The pennant signified that the New Mexico bad achieved bighest honours in battle efficiency, gunnery and engineer- ing of all the ships in the United States navy. Heretofore, the thres trophies have bean won by different ships.
