Geneva, Sept. 22.

The temporary mixed commission of the Leagua on armaments, reporting to the Assembly with regard to its work, emphasises that one of the problems confronting the League are more difficult than disarmament regarding which the effective regulation of international traffic in arme is vitally and urgently important. It points out that, the international ccrvention for the control of trade in arms was rigned by the Allies at St. Germain on September 10, 1919, and has not yet been ratided by the majority of the signatories. As all the other France and Japan are ready to ratify it as soon principal powers are prepared to do so. Italy is willing to ratify, it a soon as Parliament has approved of the convention. With regard to the United States, which in view of the magnitude of its production of arms and munitions, is capitally important, the convention has not yet been submitted to the Senate for ratification.
