The newspapers, learn of a new anti-Soviet plot which was discovered in the Baltic feet. Four hundred naval officers have been arrested and taken to Moscow. A conspiracy is also alleged to have been discovered at Kiel organised by the Pan-Ukranian revolutionary committee in connection with which 180 arrests have been made.
THE BAVARIAN TROUBLE.
Berlin, Sept. 11. The relations with the Bavarian and Imperial Government have entered upon an acute stage. It is stated that a compromise which was reached at Berlin after a nightlong discussion between the parties has been completely rejected by Bavaria whose Premiere Herr Von Kahr, has declined to agree to any diminution of Bavaria's sovereign rights.
