The International Committee of Relief for Russia is considering the dispatch of a mission to enquire into Rusila's real needs and the most practical ways to meet them. The Soviets are to be asked to facilitate the Mission's purpose.-Vale,
THE YAP PROBLEM.
London, Sept. 2.
New York despatches from Tokio state that a Yap agreement has probably been reached under which the United States will receive full control of the Yap-Guam cable, including landing af Yap End The United States will recognise the Japanese mandata over Yap, and the control of the Yap-Menado cable will be settled by arrangements between Japan and the Netherlands Government, It is understood, from Dutch sources here that this probably will amount to partial Dutch control of the Yap and of the cable.
LEAGUE OF NATIONS.
Geneva, Sept. 2.
France has proposed an amendment to the League Covenant providing for the constitution of a permament armaments commission to investigate and advise the Council as regards the enforcement of Article Opv, requiring members to accept the regulations of the League regarding military and naval forces, and Eight, requiring to the lowest point consistent with the reduction of armaments national safety.
AMERICAN COTTON CROP.

Cotton has become sensationails bullish, advancing from 145 to 168 points on account of the Department of Agriculture's state- ment as to the depressing condition of the crops in North and Sosth Garolina, Ge reia, Arkansas and Texas, owing to weevils and un- favourable weather,
New York, Sept. 2.
Unexpectedly, a great deterioration in the American cotton crep has been shown in the report of the Washington Bureau of Agricul- ture. The estimated yield is 7,037,000 baies as compared with 8,203,000 estimated for the end of July, and 12,783,000 a year ago: but the short crop is largely discounted by the heavy carry-over, from last year, which is estimated at 9,090,000 bales.
RUBBER OUTLOOK IN AMERICA:
New York, Sept. 2.
In an attempt to enrrect some of the more pessimistic views in regard to the rubber situation lately prevailing, made in a letter to the press. Messrs. Harrison and Crossfield attribute to America a whole hoge in consumptio. a likely to be realised this year as compared with last year, which was estimated at 70,000 tons, but opines that America which consumed 20,000 tons of crude rubber in 1920 will consume over 156,040,990 in 1921. They say also that there is good reason to anticipate a consumption in 1921 equal to the restricted production, but there is no prospect of a material rise in price unt existing surplus stocks are substantially reduced.
SMUGGLED CHINESE.
London, Sept. 2.
The danger of flooding England with Chinamen smuggled aboard ships has led to special vigilance by the police at seaports. A number of houses in the Chinese quarter at Liverpool were raided last night and thirteen Chinamen were arrested in Liverpool on suspicion of smuggling.

Thanks to the co-operation of the military air service and private builders French aviation is enjoying the highest degree of efficiency. Forty thousand Avions could be mustered immediately in case of emergency. The opening of several long distance air lines is to be one of the chief cbjects of the forthcoming. Paris Aviation Congress, notably a line between Londoa, Paris, Cairo,■ Bombay and Sydney-Vale.
MEXICO AND THE UNITED STATES.
Mexico City, Sept. 2. President Obregon, in a message at the opening of Congress dealing with foreign affairs, declared that is signature to the Treaty with the United States was neither possible, convenient nor necessary, and he added that such a treaty was contrary to Mexican tutional precepts because it created special privileges for
