U.S. SHIPPING BOARD POLICY.
According to a special despatch to the Tokyo Asahi, the U.S. Shipping Board contemplates the adoption of a new policy whereby all shipping in the possession of the United States will be operated exclusively by Americans. It is stated that the Shipping Board in the near future will efect a cut- failment of its personnel, which is expected to be reduced about one-half. A large number of assistants, clerks and others will be dismissed, and all foreign em- ployees will be replaced by
Americans.

With these 17 ships, representing 62,005 tons, the United States holds second place in tonnage, with about 16,000 tons more than France, which had 43 entries. The Itonnage for the first three months of 1920 was 134,690 tons, whereas that for the corresponding period of 1921 was 203,051 tons, or at the rate of more than 800,000 tons for the year. The ships coming in for transhipment of the - German coal make up at least half of this tonnage.
