CLEARING THE AIR.
New York, Aug. 201
The World, in an editorial commenting on Mr. Lloyd George's speech in the House of Commons on August 18th, is of the opinion that the Premier's straightforward statement on the subject of the Anglo-Japanese Alliance should go far towards clearing the air. The Premier's polley does not mean the isolation of Japan and is in no wise inimical to the best interests of the United States.

The Tribune declares that the Premier does not conceal his sager desire for an alliance with Amarica and no doubt was expressing the unanimous thought of his countrymen. The paper recalls Jefferson's sentiment that an Anglo-American alliance would con- tribute more than anything to the national safety of the world's peace and the triumph of liberal ideas.
The Times emphasises all the points of the discussions connected with disarmament in connection with which Mr. Lloyd George was of the same opinion as Mr. Hughes.
SILESIA.
Paris, Aug. 21.
In ал interview, M. Briand stated that the Allies intimate union will appear as necessary as ever after the settlement of the Silesian problem by the League of Nations. The Council of the League will meet at Geneva probably on August 25th. The | Ralian Government is sending a further two battalions to reinforce the Allied troops in Silesia. The French, British and Italian re- presentatives have jointly confrmed to the German Government the Allies' note of the measures to be taken to maintain order in Silesia. -Vale

M. Van Swintsren, Minister to London, and M. Struycken, member of the Council of the State, will represent the Netherlands at the forthcoming assembly of the League at Geneva. M. Treab, a former Minister of Finance, and M. Van Eysings, Professor at Leyden University, will be the additional delegates.
RUSSIAN FAMINE RELIEF.
Riga, Aug. 20.
An agreement for the relief of the Russian fumine stricken districts has been signed by the Soviet representative and Mr. Brown, the European Director of the American 'relict administration, which is now to send large consignment, of foodstuffs to Russia, Nansen, who accepted the commissionership, has arrived.

The Administration's Bill, providing the funding of the Allied” debt, has been favorably reported to the Senate by the Finance Committee, a majority of which has added an amendment requiring fhe completion of the funding within five rears. Reports endorsed the Administration's view giving the Secretary of the Treasury wide powers in the funding operations and recognised the United States" obligation to postpone payment of interest for two or three sears, whereof two have elapsed, where principal Foreign Govern. ments have received advances from the proceeds of Liberty Bonds.

Twelve alleged Sinn Feiners were acquitted at Edinburgh on charges of conspiracy to murder in connection with an attack on a prison van at Glasgow. One of the prisoners was re-arrested in connection with his escape from prison at Manchester.

CHOLERA AND PLAGUE IN GEORGIA.

The Georgian Information Bureau reparts that cholera and plague are ravaging Georgia. There are between 30 and 40 deaths from cholera daily in Tiflis alone, the victims including Catholicos Leonide, the head of the Georgian Church.
