Senior Stipendiary Magistracy, Port Louis, Mauritius, March 16th, 1869.

Having been requested to record my testimony in favor of the abilities and character of Mr. RICE, I have much pleasure in stating that during the three years he commanded the Police of the District of Grand Port under my Magistracy, he conducted the functions of his office in a most efficient and praiseworthy manner.

Whether in discharging the more active portion of his duties, in harassing and routing bands of robbers located in the District, or in patiently tracking the footsteps of the more secret criminals, his indefatigable zeal and exertions were at all times conspicuous.

Mr. Rice succeeded in bringing to trial and conviction several murderers in cases of so difficult a nature that only the most unremitting perseverance could hope for success.

His knowledge of the Criminal Laws enabled him to perform the duties of Public Prosecutor in an equally effective manner.

I cannot omit reference to his great humanity and to his services in visiting and succouring the sick during the frightful fever which prevailed in 1867 and 1868.

To these qualifications, I may add that the firmness of character and gentlemanly bearing inherent in Mr. RICE commanded general respect.

The zealous and conscientious manner in which you have discharged these duties reflect alike honour to your own character and credit to the Force to which you belong.
