THE WASHINGTON CONFERENCE.

London, Aug. 9.

In a message from London to the Philadelphia Ledger Colonel House declares that Japan's acceptance of the invitation to the Washington Conference was not so unreserved as might be expected but har statesmen are proverbially cautions. She probably does not wish to lead in a discussion where matters relating to the Versailles Conference may be opened. Col. House admits that there are many Ingredients for trouble between Amaries and Japan but it would be a sad failure for statesmanship if they ever bring war. Col. House hopes the Conference may have a wider secpe than the wording of the invitation indicates, notably touching upon Germany, Russia and the Near Eastern states, even though no attempt of a definite character be made to bring them within the scope of any agreement reached.

THE ANGLO-FRENCH DIFFERENCE.

M. Laroche, criticising the British proposals, declared that they two- gave nine-elevenths of Polish voters to Germany and only eleventh to Poland. M. Louchear disputed the British contention regarding the industrial triangle pointing out that Kettowitz, one of the principal towns, was the capital of the district of Pless which had been unanimously allotted to Poland.

The Italian expert did not favour either of the solutions: nevetheless he opined that the British line was more in accordante with the results of the plebiscite than the French.
