Government trading has passed into other hands. I therefore do not think it desirable that I should enter into further details, which can, if necessary, be better investigated by my successor at Hongkong.
7. The subject has risen in one in which I am certain His Government will always take a deep interest, not merely as affecting the welfare of an interesting and industrious race, of whom so many reside under the protection of the British flag, but also as necessarily having a certain Reaction to affect Special British interests and above all British character by reason of the close affinity of Macao to Hongkong, and the frequent daily intercourse between them.
8. I think it right to commend the inclosed Memorial to the attention of His Lordship, though I fear the most effectual Remedy for the evils complained of, such as suppression of Emigration for Macao, is beyond the immediate reach of British Control.

李疎肅好大人略分言情，稚度合宏一時無兩，評等涵深化得亦已有年，德政之宏敷銘心載切，惟願福骈臻，思與門一隅販人出洋，大異之有，其九父離為奴，此首時澳門西洋督廛機行嚴禁時，與海翕然不知可以中國之人為是之故，無不放指涕零，思欲延暖而無射顔之酸，鼻峘条坎件於境中自招工館以來，東强壮之人為其所害，對屈指計之大均不下數百億萬，棃梓永弱風涛有死別之悲，無生漫之望，言之傷心襬，子女提其夫兄，失其弟長離，有干以數百萬之生震燥而置之死地，其慘酷為何，如今有何意起死人而内白情感，此同機會之不可失者也，試思其功德寶為額手稱度，以為自此被抬異地之貧眠，可以得靚否，关設善法以杜举源，中國之人獻此說者，皆為同聲或戴大英之爲榮為法记所不容，況現今大英院愿為籌畫，欲等知仁葱在袍和愛盛衰，必能體【粵東一翁之民所大英朝廷施仁政發婆心椽】即速舉行，神等不賜厚，人之间懸除數十年來之指，四國之後，求將此事玉請「民無不仰，不下以此愈完美，神等蜜慢之減，不勝飲切，持命之至帥等再拜敬上
