A Surprising Development.

There is a distinot improve- mant in the situation, as far na Franco-British relations are con- cerned. The kind of storm which had been raised in France by the clash over Upper Sil-sia bas ben weathered by the respon- Isible man, and before all by M. Briand, with calm as well as with success. It is now possible to look forward to a final discus. sion over Upper Silesia which will remain utterly friendly and will not imperil the Entente, writes the Paris correspondent of the Olverrer.
