IRISH PEACE NEGOTIATIONS.
London, July 6.
It is stated that Premier Smuts is remaining in Dublin, pro- bably until Sunday, and further that Mr. Midleton, the lander of the Southern Unionists, has arrived from the Dublin Conference and handed Mr. Lloyd George a sealed letter from De Valera, re- plying to certain Government proposals. Meanwhile Premier Smuts, is at certain periods in wartime, has again become the chief personality featured in the London press. He lunched with De Valers yesterday and hopes to meet Irishmen of all shades of, politics. The visit coincides with the entirely more cheerful feel- ings of Dublin..-

THE WORLD'S OILFIELDS.
London, July 6. The text is published of a memorandum of the Petroleum Department, dealing with the general petroleum situation, which Lord Curzon sent to the British Ambassador at Washington 'on April 21st. The memorandum says that Britain, next to the United Britain in 1920 States, is the largest consumer of oil in the world. imported 3,868,000 tons of oil valued at 67 millions sterling, which over sixty per cent. was from the United States and only two per cent. from British possessions. The memorandum pro- ceeds to show the absence of any general policy of exclusion of foreigners from the oilfields of the British Empire and concludes that the suggestion that British domination of the world's oil resources was intended, or was possible, was entirely unfounded. The United States at present had an overwhelming lead in oil production, and it would certainly be retained for many genera- tions, but there is ample scope for the activity and enterprise "of all nations in the development of the world's undiscovered stores of petroleum.

JAPANESE SAILORS.

The Japanese Navy Minister bas wired his French colleague thanks for the cordial reception in Paris and French ports of the Japanese sailors. The French Navy Minister, in reply, recalled the great work done in common by the French and Japanese navies during the war.

STARVATION AND CHOLERA IN RUSSIA.

The
Newspapers from Moscow show that starvation and cholera are increasing in Russia. The drought has spoilt the harvest in the Volga region. Twenty-five million people are starving in Siberia. It is described as worse than the famine of 1891. population under the Samara Government are abandoning their homes and fleeing eastward. ATTACK ON A TRAIN.
Fitzgerald, Georgia, July 6. Three companies of the National Guard have been ordered here, following an attack on a train by men alleged to be striking railwaymen. The engine driver was mortally wounded.

BRITISH TRADE REVIVAL.
London, July 6.
Mr. Goodenough, Chairman of Barclay's Bank, surveying the position, declares that the country is on the eve of a moderate trade revival, but it will not be a trade boom like that of early 1920. He says that is undesirable, but there is good ground for heping that slow but steady progress will now begin.

Letters 15 cents per unit of 20 grammes or fraction thereof. Postcards 15 ceats single. Postcards 30 cents doubles. Other articles 15 cents per unit of 50 grammes or fraction thereof.
Parcels up to 1 kilo 60 cents. Each succeeding kilo up to 10
kilos 30 cents.
STIMULATING INTEREST. Dr. H. Chatley, president of the Shanghai Aeronautical Society. when interviewed on the subject) [by's repræsentative of the North- China Daily News yesterday, said he welcomed the new venture,
firstly as it would stimulate an interest in aeronautics in China and also because it would improve the postal service between Shang-
hai and northern towns.
"Of course, it most only be re- garded as an experiment until the air mails bave been running suc- cessfully for two or three months," said Dr. Chatley.
He added that the Government ought to be prepared to give the service considerable financial backing not merely to start it. bat lo keep it going for a con -iderable period. If all the merchants, Chinese as well as foreign, who should have.cc- rasion to write urgent letters to Peking would use air mail, there would be still greater bopes of Saancial success. It would never do for the machines to carry anything less than full loads.
