I have known Mr. F. O'Callaghan both as a pupil and as an assistant. I consider him to be a skilful practitioner. He has availed himself of the opportunities he has had of acquiring knowledge of his profession, and his duties have been more than ordinarily active. I do not doubt his positive competency for the office of a Colonial Surgeon.
