SHIPPING BOARD DISCLOSURES.
The transactions of the United States Shipping Board, which an investigation by the Select have recently been the subject of Committee of Congress brought out 8000 curious incidents. Among the charges of corruption made was one which concerns & certain captain who was arrested because of an overchargo amount- ing to £2,200 for bunkering his ship. He was released on bail fixed at £750, and pend- ing bis trial was reinstated as master of the ship. He pro- mptly sold all his personal pro- perty, took his wife on board, and set sail. He was recently reported to be cruising about somewhere off the West Coast of Africa, trying to find a purchaser for the vessel. The Committee has heard numerous tales of how the pay roll of the 250,000 men employed by the Shipping Bourd has been "padded." It alleged that a bar-tender who lost his employment: though the Probibition Law obtain- ed a post as timekeeper with the Board at £2,500 a year:
A detective was said to have receiv- ed pay as a sailor, though he has never been on board ship. The commissione secured by stewards and others on ships belonging to the Board were, it was stated, so colossal that private shipowners. experienced the utmost difficulty in biring help. One of the stewards throw supplies overboard in order to get the commissions on fresh, supplies. Bribery is declared to be rampant throughout the ser- vice. In one lustance straw- berries were served to the crew at a cost to the Board of over 38. a quart.
