RECONSTRUCTION OF THE

PILFERAGE INSURANCE, At the recent annual meeting of the Sea Insurance Company, Ltd., the President said that 1920 had not been a good year; the premiums had been nearly main- tained, but the losses had been pretty heavy They hoped, how- ever, it would turn out better than they had expected. So far ay this year went, the business was coming in fairly, well and the losses had been much less. The › question of pilferage had troubled them very much during the past year. I nder the Carriers' Act, A carrier. was liable for the safe custody of goods. During and since the war ship owners disclaimed liability for pilferage and got that liability taken out of the Act. To-day merchants insisted on under- writers taking the risks of pilfer age. As matters stood to-day.. the risk of pilferage was really more than all the other risks of transit put together. It was quito impossible that they could. go on with the position as it now was. It would be a question of taking in premiums by hundreds and paying on claims by thousands, and they knew where that would end. Ho believed a Bill had been or was to be introduced that would prevent. shipowners contracting out of the Act for the pilferage liability
