THE HOUSING PROBLEM.
Fair Rents Board Wanted.
The following letter has been addressed to us :-
Sir, This question is, to the exclusion of all others, the most important affecting this Colony, It has been a burning question since the Constitutional Reform Association took it up and had it discussed at a public meeting held at the Theatre Royal some three years ago; but no tangible benefit of any kind has so far resulted from the representations made by that or any other Associations or persons. This is evidenced by the fact that rents have risen bigher and higher over since; while house accommoda- tion has become more difficult to obtain.
The recommendation to build roads and more roads, especially nietor roads, round the Colony and the New Territories is surely no solution of the problems except to cater to the few who find it a pleasure to drive round these places. The large sume spent on Buch, running into many millions of dollars, could have been botter utilized towards solving the hous- ig problem.
Nor, does the building of houses close and easily accessible to tho City alone solve the problem any more than it can alone be the means of lowering the high ronts: now obtaining, though it may, if the ratio of its output corresponds with that of the growth of the population, relieve congestion and provent scarcity of houses being felt for the time being. More than
twenty years ago, when quito a young man, I had occasion to advocate in the columns of the Hongkong Daily Press rent- control by the Government as thei most efficient means of counter- acting or at least arresling the then heavy rise in house rents, i as foresaw that if some such steps were not taken at the time! one could not tell what serious. proportion the onward march of the rise in rents might not attain And, in support of my views, a very lengthy article appeared in the. samo journal a couple of days afterwards · by Mr. A Cunningham, then connected

After these long years, it gives me pleasure to note that that hard- working body, the Kowloon Residents Association, whose success is in a great messure due to its indefatigable Secretary, Mr. W. Jackson, also advocated my views, namely, rent-control.
