directed by
the Secretary of State for the Colonies to acquaint you
with the instructions of the Earl
of Kimberley to appoint an officer to accompany
the 20 men who have been selected for passage in the P&O S.S. at
Liverpool
from Hong Kong to Liverpool and to superintend their
embarkation
