The difference between Our formula and that of America is too slight to be made a subject of controversy, still less of friction or hostility. Because if ever a war is going ro take place between us and any of our la'e Allies it will be the fault of blind or criminal leading for which our statesmen, whether in London, Washington, Tokio. or the capital of any other naval Power, would be condenined and execrated in history, if they fail

avert such a tragedy. Mr. Denby had said that the greatest calamity that could overtake humanity would be war between this country and America, and that between us wo could control the sea.
I have no doubt, Lord Lee pro- ceeded, that between us we could, but the question before us to-day is whether we are heading in the right direction with regard to our navies without consulting with each other.
In that respect, I think, the Government of this country have) a clean record. We have admit- tedly taken risks as regards the relative position of our navies and of others, and we are prepar-; ed to go as far as possible in that direction by mutual agreement.
But merely to talk of hande across the sea is not sufficient-- we must have our heads across the sea as well. It is not enough to talk about blood being thicker; tlian water.
What we want is that plain horse sense which is characteris- tie of both our countries, and personally, from a long knowledge- of America, I have a profound | belief in business talking leading up to a square deal.
