Mr. Marshall Stevens's Scheme.

The Manchester Chamber of Commerce recently approved the principles of the Ter Meulen bond scheme for facilitating trade with Europe, but expressed the opinion, that the bonds ought to be freely negotiable to make: them "a credit acceptable to sup- |plies." Carrying criticism further,

These trading war rants could be acquired by the traders of any country in exch. ange for securities already issued by the participating countries.i A list of such securities issued by the Governments of Great Britain, the United States, France, Italy, and Belgium, and acceptable in exchange for trading warrants: should be prepared and published by

the Commission, and it should comprise almost any of the securities for which the in- |dividual Governmets are pledged so long as they are redeem- able at distant dates. The listed securities should be accepted by the Commission in exchange for trading warrants at the day's officially quoted value, in the country of issue, and Commission wond retain them in its treasury and collect the interest periodi- cally due to them. This interest, against which there would be no liabilily so long as the trading warrants were circulating, would be, in Mr. Stevens's opinion, the key of the whole schonte.
