We have received for publication the following copies of lettera which have passed between the Constitu tional Reform Association and the Government.

The New Vice Chancellor.
Yesterday there arrived in the Colony, by the s.. Boudan, the new Vice Chancellor of Hong- kong University, Sir William Edwin Brunyate, K.O.M.G., who waa accompanied by Lady Brunyate..
Sir William Brunyste who is 53 years of age, was the son of a clergyman at Bath, and was educated at Kingswood College, Bath, and Trinity College, Cam bridge. His scholastic record was: Second wrangler in 1888; firat division, 1st class, 2nd part of Mathematical Tripos 1889; Smith's Prizeman; 1890; Follow of Trinity 1890; President of the Cambridge Union Debating Society, 1890.
He was called to the Bar, at Lincoln's Inn, in 1894, and entered the service of the Egyptian Government in 1898, bocoming Khedival Counsellor in 1903, Counsel to the Sultan of Egypt 1914-16 and Legal Adviseri to H.B.M.'s Residency at Cairo 1915-16. Sir William is a Grand Officer of the Orders of Osmanieh and the Nile, receiving the first. honour in 1905, and the other in 1915.
