THE COAL CRISIS.

London, April 1. Reports from the coalfields throughout the country show that the stoppage of work is general. Many thousand miners are idle, but in some large coal-mining areas the pumpmen and enginewinders have remained at work and volunteers have como. forward to save the flooding of the mines, notably in Lanarkshire.
It is asserted that the Scotch miners generally never entered a struggle with less enthusiasm. A few pickets are on duty at many pite, but so far perfect order is reported.
Whilst the majority of the members of the Coalowners' Associa tion have left London, a small Committee, empowered to negotiate, remains. It is expected that during the day there will be pourpar- lers between this body and the members of the Government, amongst whom it is stated a slightly more optimistic impression now prevaile. That the public is not unduly alarmed at the crisis is evidenced from the fact that there has been no rush to buy coa..
The effect upon the workers of several industries is already disastrous. Steel works and blast furnaces have shut-down and hundrede more of the steelworkers will be rendered idle by the enforced closing down of the Belldorman group of iron and steel works, one of the largest steel-producing combines in the country.
A Million Miners Out.
London, April 1.
It is estimated that over a million coal workers are now out, swelling the army of the unemployed. Every coalfield is idle, but except in a few isolated mines flooding dangers have been tem- porarily averted owing to the enginemea remaining at their posts or clerks and officials working the pumps.
A Rhondda leader doclares that the men are absolutely solid against the owners' torms and that there is no fear of defection. He is arranging to take test cases as regards unemployment allowances. In this connection the miners believed they could draw out of work donations immediately. On the other hand, it is opined that the Act clearly excepts cases' of unemployment owing to industrial disputes.
Conserving Coal.

With a view to the conservation of coal, passenger trains are being reduced by 25 per cent. from April 6. The House of Lords and the House of Commons are reassembling on April 4, as reasons for the proclamation of an emergency must be communicated to Parliament within five days.

THE FINANCIAL RETURNS.
Revenue Exceeded; Saving on Expenditure.
London, April 1, The financial returns show that fast year's revenue exceeded the estimate by £7,684,666. The expenditure totalled £1,195,000 millions being 7534 millions under the estimate. The results may be regarded as most satisfactory in view of the great and unexpected trade depression. A sum of 288 millions was realised during the year 1920-1 from sales of surplus stores, compared with 265 millions in the previous year.

Geneva, April 1. The International Red Cross, conference resolved that specially selected representatives of the six European neutrals form a special commission to inquire into infractions of the Geneva Convention. The War Time Commission request Red Cross Societies of belligerents to lodge charges within this month so that accused societies may be enabled to rebut charges.
