Mr. Creagh wishes for an appointment in a temperate climate than that of Hongkong, but it would be difficult to gratify his desire, as the Secretary of State only makes police appointments in tropical colonies.
Reply, that Lord K. will cause a note to be made of Mr. Creagh's application, but that appointments in his Lordship's gift belong exclusively to colonies situated within the tropics, and he regrets that he cannot hold out much hope of compliance with Mr. Creagh's wishes.

"I have the honor to bring the following facts to your Lordship's notice.
In 1867, while serving in the Punjaub Police as Assistant District Superintendent of the first Grade, I received permission to accompany to Hongkong, and retain the command of, a body of Sikh Police which I had been selected to raise for the Police Department of that Colony.
I accepted this appointment on the understanding that if I wished to return to the Punjaub, I was to announce my intention of doing so within five years of the date of my departure from India, as after that period my name was to be removed from the Punjaub Police List.
