AMERICA IN THE PACIFIC.

Loudon, March 16. Despite official denial the "Times" correspondent at Washington maintains that the United States Cabinet is considering the question of concentrating the full American naval strength in the Pacific. He says signs seem to point to ultimate adoption of this plan, not as a emergency measure bat as the first move in a deliberate enduring policy.
