AMERICA IN THE PACIFIC.
Loudon, March 16. Despite official denial the "Times" correspondent at Washington maintains that the United States Cabinet is considering the question of concentrating the full American naval strength in the Pacific. He says signs seem to point to ultimate adoption of this plan, not as a emergency measure bat as the first move in a deliberate enduring policy. The United States is preparing to turn its face to Latin America and the Far East. This would end the nebulous policy ex- pressed in the Lansing-Ishii agreement. This will be a test of the power and sincerity of the Liberal Party in Japan and would, if China's demand is granted, pave the way for settlement of the Shantung question, wherein also America wil
