My Lord,

Having been Usher of the Supreme Court in Hongkong, I obtained leave of absence on account of a very dangerous illness for six months.

I have applied by letter to the Chief Justice, Sir Smale, the head of the Department under whom I serve, informing him of my present state of health, also that I had not applied to the Colonial Office, and asking to whom I ought to apply for extension of leave; he informs me that I ought to have reported myself at the Colonial Office on coming to England, and that any application for extension of leave must be made to your Lordship.

I therefore humbly address your Lordship.
