GERMANY'S AMAZING OFFER.

London, March 2,

Herr Simons's proposals literally staggered the Conference. When, after an hour and a half, the full nature of the amazing scheme ho had been unfolding became apparent, Mr. Lloyd George sent one of his secretaries round the table to suggest to Herr Simons to end his speech. The Foreign Minister apparently guessed the feeling aroused by his address and terminated his speech abruptly and said that important details he would have liked to have enlarged on would be found in memoranda which he handed to the Allies.

"It is either a case of incredible impudence or else of incredible stupidity," said one of the Allled delegates at the close of the sitting. "Frankly," remarked another, "Simons has proved himself the anti- Christ of reparations."

These views were fully endorsed by all the morning papers, which] outshine each other in condemnation of the German proposals, which are described in such adjectives as "absurd," "grotesque," "impos- sible," "derisory" and "fantastic."

It is felt that Herr Simons and his colleagues had a great op- TOportunity of riddling the rather impossible demands arrived at in Paris by presenting an offer which the more moderate-minded Allies) would have been justified in considering. Instead it is agreed that the German proposals are so utterly inadequate that the opposition of fa united front is assured,

The French, who throughout have been sceptical of Germany's good faith and are convinced of the necessity of applying coercive measures, appear to take a grim sutisfaction in what they regard as the fulfilment of their predictions.

The other Allies feel that Germany's offer, as voiced by Herr Simons, cuts the ground from beneath their feet. The gap between the German and the Allies totals is so great that no amount of discussion is likely to bridge the gulf.

The papers deplore German psychology as the despair of other antions. They point out that they lost the war through failure to understand the mentality of neutrals and enemies and now look like! repeating these fatal blunders.

Experts are now deliberating. The only question at present dividing the Allies is the date on which the sanctions can be enforced, Britain and Italy believe that under the Treaty they are not operable until 1st May,

The Germans are dismayed at the cold and stern reception given to the propositions. There is reason to believe that their next move will be an effort to have their proposals regarded as purely momentary and subject to improvements ns conditions in Germany improve. They entertain the idea that Mr. Lloyd George's statement is not final.

AMERICA'S NAVY.

Washington, March 2. The Senate unanimously attached an amendment to the Naval Appropriations Bill requesting the President to call a conference between Britain, Japan and the United States to consider naval disarmament.

In the course of the debate in the Senate wherein an amendment requesting a Naval Disarmament Conference was carried, the attempt of Senator Walsh to extend the scope of the amendment to include general disarmament was defeated.

During an executive session with closed doors, America's relations were frankly discussed. Senator Lodge said that in view of present controversies with Japan and America's position in world affairs, the United States should continue her present naval programme. He is also reported to have emphasised the desirability of advising Japan of America's readiness to spend millions to protect her interests in the Pacific.

It is understood that President-elect Harding was quoted as advocating an adequate Navy.

Senator Williams, of Mississipi, sharply challenged Senator Lodge's contentions and sarcastically referred to the closing of the doors of the Senate. He characterised Senator Loda.'s arguments with regard to Japanese relations as "bugaboo."
