I am directed to observe that Lord Kimberley having been advised by the Law Officers of the Crown that the ships of your company are not exempt, as you appear to think, from the provisions of the Chinese Passenger Act 1855, instructed the Governor of Hong Kong to inform the Agents of the Company that they should cease summarily on the first October last.
