PARLIAMENT DISCUSSES RÉPARATIONS.

Premier's Reply to Mr. Bottomley.

London, February 18. After a speech by Mr. Lloyd George, the House of Commons, by J81 votes to 4", rejected an amendment to the Address, moved by Mr. Bottomi, "characteristically criticising the Governments conduct us regards reparations and indemnities.

The Premier, referring to reparations, said at the forthcoming conference they would try to get the last farthing from Germany, but he would not advance proposals which, according to experle, he knew were impossible of fulfilment. Germany had handed over a vast quantity of raw materials, ships and coals, and the Reparations Commission were examining the divergent views of the Allies and the Germans regarding the value thereof. Referring to the sugges. tion to send officials to Germany to collect Custome, be said it was easy enough to collect paper marks there, but it was a different thing to transfer them here at the rate of 233 to the £. He declared that no country in the world could pay the whole cost of the war.

Rome, February 18. At a ministerial conference on German reparations, Signor Damolio, one of the Italian delegates to the Reparations Conference, stated that Germany during the first years would pay 75 per cent. in goods and 25 per cont., in cash and would gradually increase the cash payments until all payments had been made in cash.

Paris, February 18. The American semi-official delegation has withdrawn from the

Reparations Commission. The American Government, in a Note on the subject, declares that the decision was taken only after long hesitation and very careful examination of the question. It points out that as the United States has not ratified the Peace Treaty its reprosentation on the Commission in anomalous, and as the American Government has not collaborated with the Allies in drawing up plane for the modification of the Treaty, it is uapless to maintain even a selai-official representative on the Commission which will carry out the plans,

THE MILNER REPORT ON EGYPT.

Immediate Self-Government, Plus an Anglo-Egyptian Treaty,

London, February 18.

The Milner report has been issued and recommends immediate self-government for Egypt, but in view of the essential British interests it is necessary to arrange an Anglo-Egyptian treaty in order to secure our special position. There is to be a British representative in Egypt to enable us to maintain a forcs for the protection of the Imperial communications and to ensure that Egyptian policy shall be in line with that of the British Empire.

The report points out that Egypt is not yet in a position to dispense with British Desistance, instancing the case of the capitulations or extra-territorial rights with exemption from taxation granted to foreigners, without the removal of which no Egyptain Government could enjoy real independence, since, despite the prosperous condition of the country, they are crippling finance and starving essential services. On the other hand, the removal of these restrictione as well as the reorganisation of the mixed tribunals, can only, be accomplished through the mediation of Britain, who therefore will necessarily have to secure à position in in Egypt enabling her to assure security of the lives and property of foreigners before it can be hoped to induce the Powers to parl with their present privileges.

BRITISH TRADE OUTLOOK.

The Turning of the Tide.

London, February 18. An optimistic view of British trade was taken by Mr. Kellaway in a speech at Luton. He said the reports he had received showed that the tide was turning, particularly with regard to the inter- Imperial outlook. The prospects for inter-Imperial trade were more promising than the prospects anywhere else in the world. The Australian market had been closed for months But there were indications that that would soon be changed. The same applied to Canada and South Africa. It was impossible to speak so confident ly with regard to India, but there were indications that trade with India would improve.

Mr. Kellaway said one reason we had lost markets was our high cost of production, making competition impossible. Tha was not due to high wages but to the fact that bad not we got a fair return for high wages. Britain had lost contracts worth £10,000,000 because exporters and merchants were unable to give a definite date of delivery, owing to strikes and threatened strikes.

RECORD MAIL ROBBERY IN THE U.S.

The police are scouring the neighbourhood searching for bandits who succeeded in effecting what is believed to be the biggest mail robbery in the history of the United States. · Nine bags of mails of which six registered bags contained bank-notes to the value of $400,00, disappoared.
