MR. LLOYD GEORGE ON GERMANY'S EVASIONS. ·

Landon, Feb ā

Great interest is evinced in two important speeches by Mr. Lloyd George at Birminghan" to-day: The first was devoted to the repara- tions decision and the second to domestic problems.

Replying to the presentation of the Freedom of the City at the Town Hall, the Prime Minister humoroushy recalled that he was once accorded an even warmer reception there than the present one. This referred to the occasion during the Roer War when Mr. Lloyd Gearge escaped from a hostile meeting by the back door in a policeman's [uniform. Mr. Lloyd George continued that he then differed from Birmingham's most distinguished citizen. He was now in complete accord with Mr. Joseph Chamberlain's distinguished son.

The Paris Conference, which comnletely agreed in tremendous | issues in a week, realised the impossibility of restoring the trade of the world until normality was restored in Central Europe. The first essential thereto was the restoration of real peace, which depended on respect for the Peace Treaties. 'Germany's war machine must be | broken beyond, repair. Cheers). Germany had already surrendered 31,000 guns, 33,000,000 shells, 70,000 machine-gung, 8,009,000 rides and TO||411,000,000 cartridges.

The Conference at Spa accelerated disarmament, but the process must be completed. Germany had still too much war-material and munition making machinery and too many irregular combinations of trained men.

Mr. Lloyd George dwell on the difficulties of making Germany pay reparations without harming the payees. For incarce cheap guode the Reichstag was based on misconceptions which could be cleared up in London. "hat Simons, of all things in the world complained that he had not received the full bill. It is ready. He will not like it if he gets it. I advise him to take the Faris bill"

Referring to the Reichstag's applause of Herr Simons, Mr. Lloyd George recalled its applause of the scrap of paper utterance and begg- ed that Germany would not be misled by momentary passion into repeating the follies of 1914. She was not yet taxed equally with France and Britain. “We cannot allow the country which indicted the were causing unemployment and there were the problems of exchange. which would become acute immediately Germaný tried to pay outside of Germany. The bill presented last week was based on consideration of Germany's difficulties, but Germany did not like it. · Laughter). It started with a minimum, the annuities of the first two years being less than the annual pensions of France c Britain. It reased proportionately with Germany's prosperity. "If a great, intelligent| and industrious people can get their minds of war tu peace they will| become prosperous and can and must pay. Herr Simona's speech in damage to escape lighter taxation than the victims, Bar claim is righteous. We must enforce it." Cheers. It wa urely a ques- tion of goodwill ongGermany's burt, If alternative proposals were submitted they would meet with fair consideration, but a mere attempt ini evade payment could not be tolerated. I have an uneasy suspicion that Ger- many is not trying to stabilise her money. I rather think the mark is Hittle shabbier than it ought to oe, and if it wished it could come into court with a little more polish; but that won't happen until judg-| ment is more spick and span." He appealed for unity... "Let us stand together. Let Capital and Labour stand together. Let's pall together. With unity we shall win through.”
