THE PRICE OF PETROL

REPARATION AND DISARMAMENT.

Penalties for Delay.

Paris, January 29. The r-pirations plan submitted by the Experts' Committee was approved by the Conference, which also signed the agreement t- specting Germant's disarming. In case of undue delay in carrying on the disarming proposals, the Allied d-legates agreed upon various compulsory measures, such as postponing the evaru ation of occupied Rhenish territories, the occupation of further territories and opposition to Germany being admitted to the League of Nations. -Haras.

A Pessimistic Note. 1

Londoo, January 31. The generally opimistic attitude of the British Press with referencs to the agreement reached beween the Allies as regards reparations is not shared by the Westminster Gazelle, whose Paris correspondent says Mr. Lloyd (leorge was stung to plain speaking by the sentimental French view. The correspondent asserts that as a result of his private conversations with British official person. ages they know that the sum obtainable will be relatively law. The correspondent is of opinion that the system now proposed is largely camouflage and in a few years, when Germany is probably behind in payments and the Allies are alarmed at the indow of German goods, a very different compromise will be proposed. He says as regards the export tax it will prove impossible to control German exports through neutrals or to America.

Element of Scepticism in Financial Circles.

London, February 1. City financiers point out that foreign exchanges ardstock markets have not reacted as favourably as expected upon the Allied agree- ment in regard to German reparations. There is a certain amount of acepticism as to whether the terms can be enforced, and there are fears that Germany will pour wat milliards of fresh notes in order further to depreciate the mark. There was another 20. mark rise yesterday, making 241 to the pound.

Satisfaction of the French Press,

Later.

The Conference results appext on the whole to be highly satisfactory to the French Press, which is especially pleased at the frustration of German endeavours to divide the Allies. The Exhal Carlile is stronger than ever, they say.

Even in the twelfth ear, the Annuities Tax of 5 per head will suffice for payment, which is five times less than the British taxpayer is actually paying. The. agreement furthermore probably assures the stability of M. Briand's Ministry. Whether France will be able to immediately raise the money she cryingly needs on the huge credits she is awarded against Germany will be the chief subject of deliberation at the Allied Con- ference in London on February 23th. There is some criticism of the tax on exports on the ground that its yield is purely speculative, but on the other hand it is pointed out it gives the Allies' motive to encourage Germany's reasonable industrial expansion.
